Norway abolishes de minimis threshold for packaging

Since 1 July 2025, a significant change has come into effect in Norway regarding Extended Producer Responsibility (EPR) for packaging. The previous de minimis threshold of 1,000 kg per material type and year has been removed.  

Consequently, all companies placing packaging on the Norwegian market are now required to: 

• join an approved compliance scheme and 

• ensure that volume reports are submitted, regardless of the quantity placed on the market. 

This obligation applies to both domestic and foreign companies. Businesses without a registered office in Norway must continue to appoint an authorised representative in the country to handle registration and reporting.
