The revision of the Waste Framework Directive entered into force on 16 October 2025.
Among other things, it introduces extended producer responsibility (EPR) for textiles and must be transposed into national law by all Member States within 20 months.
Overview of the changes
Similar to the rules for electrical equipment, batteries or packaging, the new obligations for affected manufacturers and retailers of textiles, footwear, and related products include:
Registration in a national register
Regular reporting requirements
Obligations for the collection, sorting, and recycling of textiles, i.e., fees based on the quantities placed on the market
Financial incentives for sustainable products are also envisaged (so-called eco-modulation), resulting in lower fees.
Four Member States already have mandatory EPR requirements for textiles, so only minor adjustments are expected there. Companies should closely monitor further developments in the Member States over the coming months and clarify their responsibilities early on.
