Ready for the PPWR: German Bundestag Adopts Draft Implementation Act
On June 11, 2026, the Bundestag adopted the draft law to align packaging legislation with the EU Packaging Regulation (PPWR, Regulation (EU) 2025/40) in the version amended by the Environment Committee (21/6398).
The implementing act (known as the VerpackDG) aligns national regulations with the PPWR requirements that will take effect in the EU on August 12, 2026. Compared to many other EU member states, Germany is thus already well advanced in creating a national legal framework for implementing the PPWR. However, the legislative process is not yet fully complete: in particular, the bill must still be submitted to the Bundesrat and then signed into law and published in the Federal Law Gazette.

With the implementation of the PPWR and the requirements for recyclable packaging set out therein, the various design standards are taking on significantly greater importance for producers.
The German Central Agency Packaging Register (ZSVR) has launched a consultation on the current draft of the minimum standard for assessing packaging suitable for recycling. The final version will be published on August 31, 2026, in agreement with the German Environment Agency (UBA).
