The first political trialogue on the EU Packaging and Packaging Waste Regulation (PPWR) took place last week with the aim of enabling its adoption before the European elections in June.
Italy has spoken out against the bans on single-use packaging proposed in the EU Packaging Regulation (under Article 22) and against the reusable targets set for different sectors and packaging types (under Article 26) and has cast its vote against the negotiating mandate for the trilogue talks.
German Finance Minister Christian Lindner (FDP) is said to have promised Italy support to block the EU Packaging Regulation in return for help with the Supply Chain Directive.
Warning from the BDE: The Federal Association of the German Waste Management Industry emphasises the importance of the PPWR for the further development of the circular economy in Europe and warns against failure.
Next trilogue on 4 March: Time is running out to reach an agreement before the European elections, with major issues still to be discussed.
As EUWID reports, the possible blockade by Italy, supported by Germany, raises questions about political consensus and the EU's direction in terms of environmental and sustainability standards. Indeed, the final vote on the CSDDD was postponed. This was partly due to the fact that Italy, along with some smaller EU states, had raised significant concerns about the CSDDD. A major factor in the delay was Germany's abstention, which was mainly due to opposition from the FDP.
