New regulation establishing ecodesign requirements for electrical appliances
On 18 April 2023, the Official Journal L 103 published Regulation 2023/826 laying down ecodesign requirements for the off-mode, standby and networked standby energy consumption of electrical and electronic household and office equipment pursuant to Directive 2009/125/EC of the European Parliament and of the Council and repealing Regulations (EC) No 1275/2008 and (EC) No 107/2009.
The ecodesign requirements should harmonize the level of energy consumption of electrical and electronic household and office equipment in off-mode, standby mode and networked standby mode across the EU. This will contribute to the functioning of the internal market. In addition, the environmental performance of electrical and electronic household and office equipment should be improved.
Only household and office equipment for residential use should be covered by this Regulation.
In the case of information technology equipment, these are class B devices according to the EN 55022:2010 standard.
Products with external low-voltage power supplies are rapidly evolving in terms of their functionality and are increasingly placed on the market in the EU. They should therefore be included in the scope of this Regulation in order to achieve further energy savings and ensure a level playing field for manufacturers.
Portable battery-powered products that need to be connected to the utility grid for charging should be covered by this Regulation, as they rely on energy supply from the utility grid.
Products that draw power in the off state and in the standby state even though the battery is not being charged should be within the scope of this Regulation to ensure energy savings.
Printing devices that output electronically input data as printed products on paper or other media should be covered by this Regulation to ensure energy savings, while 3D printing devices should be provisionally exempted from this Regulation.
Electric motor-driven adjustable furniture and motor-driven building components are in off-mode, standby mode, or networked standby mode for very long periods of time, and the potential for reduced energy consumption in these operating modes is thus very high. Therefore, they should also be included in the scope of this Regulation.

This Regulation shall apply from 9 May 2025.
