New EU Packaging Regulation 2024: Everything companies need to know now
Today, the European Parliament adopted new rules to make packaging more sustainable and reduce packaging waste in the EU.
These regulations aim to harmonise the rules of the internal market, combat the constantly growing volume of waste and strengthen the circular economy.
New regulations in detail
- Restrictions and bans on certain types of packaging: In order to reduce unnecessary packaging, a maximum void ratio of 50 per cent is set for grouped, transport and e-commerce packaging. Manufacturers and importers must also minimise the weight and volume of packaging. Certain single-use plastic packaging, including packaging for unprocessed fresh fruit and vegetables and certain packaging for food and drinks consumed in cafés and restaurants, will be banned from 1 January 2030.
- Promoting reuse and refill options: Specific reuse targets for 2030 are foreseen for alcoholic and non-alcoholic beverage packaging. Final distributors of beverages and take-away food will be required to offer consumers the option of bringing their own containers. In addition, 10 per cent of products are to be offered in reusable packaging by 2030.
- Recyclable packaging and improved waste disposal: All packaging (except lightweight packaging made of wood, cork, textiles, rubber, ceramics, porcelain and wax) must meet strict recyclability requirements. Minimum recycled content for plastic packaging and minimum recycling targets by weight of packaging waste are also stipulated.

Implications for the industry
Manufacturers are now required to adapt their product and packaging designs to the new requirements. This includes the development of materials and construction techniques that increase the recyclability of products.
