DIVID Online platform of the Single-Use Plastics Funds: Registration now open to beneficiaries and foreign producers
Starting in 2024, producers of certain single-use plastic products must cover the costs of disposal and cleaning in public spaces. The details of this extended producer responsibility are regulated by the Single-Use Plastics Fund Act.
Online platform DIVID
To manage and process these special contributions and to make payments to beneficiaries, such as municipalities providing cleaning services, the German Environment Agency (UBA) has established the digital platform DIVID. Through DIVID, all registrations and future payments from approximately 56,000 obligated producers can be handled digitally. Additionally, DIVID enables the annual distribution to an estimated 6,400 beneficiaries. DIVID manages an annual fund volume of up to 430 million euros.
The platform was originally accessible only for the registration of domestic producers. Since August 1, 2024, beneficiaries and foreign producers can also register there. UBA President Dirk Messner stated:
„We are pleased to have achieved a milestone in the digital implementation of the Single-Use Plastics Fund Act with the DIVID platform. Just over a year after the law was passed, we have successfully provided users with a modern, user-friendly, and secure IT solution that contributes to reducing environmental pollution caused by plastic waste.”
Registration requirement: Producers who started their activities before January 1, 2024, must register on the DIVID platform by December 31, 2024, at the latest. All other producers are required to register from the start of their operations. Beneficiaries should also register in a timely manner to apply for reimbursements for disposal and cleaning services.
Quantity notification: In 2025, producers must report their single-use plastic products offered and sold on the market in 2024 through DIVID for the first time.
Non-compliance with these requirements may lead to the initiation of administrative offense proceedings.
