A new Delegated Regulation (EU) 2019/320 to the Radio Equipment Directive (RED) 2014/53/EU will apply from 17.03.2022.
This aims to providing access to emergency services from mobile devices more effectively, in particular by improving caller location accuracy.
What does the new ordinance regulate?
Regulation (EU) 2019/320 requires mobile device manufacturers to support "technical solutions for the reception and processing of Wi-Fi data, data from Global Navigation Satellite Systems (GNSS) compatible and interoperable with at least the Galileo system".
Which devices does this concern?
The mobile devices concerned are defined in the regulation as "hand-held mobile telephones with features similar to those of a computer in terms of capability to treat and store data", also commonly referred to as mobile devices.
What does this mean for the CE conformity of your terminals?
As there are no harmonised EU standards so far, smartphone manufacturers cannot prove conformity by self-declaration, so a notified body must be involved for conformity assessment. From 01.08.2024, another delegated regulation (EU) 2022/30) supplementing the Radio Equipment Directive (2014/53/EU) will become mandatory to protect against cyber security risks. Regulation (EU) 2022/30 supplements the essential requirements from Article 3, paragraph 3, letters d (protection of the network or its operation against harm), e (protection of personal data and privacy of the user and subscriber) and f (protection against fraud).
